LARD project: a thousand-mile step in order to develop the Akkar region

The final report of the project "Strengthening the capacity of civil society organizations and cooperatives in Akkar to suggest economic and social development projects" has been ratified. It was implemented by the Lebanese Association for Rural Development (LARD), in partnership with Balamand University - Issam Fares College of Technology, within the framework of AFKAR 3 program, funded by the European Union and managed by the Office Minister of State for Administrative Reform (OMSAR).

The project, which was implemented over two years, aimed to improve the deteriorating economic situation and to support social and economic development in Akkar, by empowering 65 NGOs and cooperatives in the region.

First, the association assessed the needs of 65 civil society organizations and cooperatives. On the basis of this evaluation, a training plan was developed. The training workshops that were supervised by the University of Balamand, benefited about 200 people working within these entities. During 9 months, they were trained in strategic planning, financial management, project and human resource management, how to collect donations, as well as reform and governance.

After the completion of the training sessions, the associations and cooperatives were invited to participate in submitting proposals for development projects based on their knowledge, acquired during the training. A specialized committee selected five projects, in order to finance and monitor their implementation. These projects were related to several fields such as: agricultural, manufacturing, educational and others.

The partnership with the private sector formed another goal for this project, as beneficiary organizations participated in exhibitions and activities that give them the opportunity to cooperate and network with the private sector and a number of donors. In this context, LARD has provided a brochure to the beneficiaries, including basic information about donors in Lebanon, to enable them to communicate together. Therefore, six associations signed memorandums of understanding with companies and donors in order to implement joint activities.

One of this project most important achievements is the development of a strategic socio-economic plan for the Akkar region, focusing on the need for a clear vision of Akkar Governorate future path, as well as all of its local authorities, civil society organizations and their stakeholders. This plan aims to improve the quality of life and to promote sustainable livelihoods of local communities. It was preceded by extensive meetings and field visits. To this end, contacts were also established with municipalities, civil society organizations and grassroots in Akkar.

LARD project, which was implemented in partnership with the University of Balamand, is a bright step towards the economic and social development of the Akkar region. This experience should be repeated.
