All about Afkar 1
A partnership and dialogue programAfkar is a program funded by the European Union and managed by the Office of the Minister of State for Administrative Reform (OMSAR). It is a practical application of the modern concept of development, which is based on the promotion of the partnership between the private and public sectors and civil society. In this context, the Afkar I program has laid the grounds for this type of partnership and dialogue that can be developed on many levels, particularly between the public sector represented by OMSAR and civil society represented by Lebanese NGOs. This program supports civil society through a European Lebanese partnership represented by the financial convention concluded by both parties. The convention offers a one million euro grant and explains the mechanisms that will be used for the management of this grant in a practical and transparent way. Afkar highlighted the civil society needs, as well as its strengths and weaknesses. It also contributed to supporting its capabilities as a fundamental part of the development and reform process and it gradually evolved from a pilot project to a pioneer experience in partnership and dialogue.
