The Financial Convention The Afkar program is based on the provisions of a financial convention signed between the EU and the Minister of State for Administrative Reform, Mr. Karim Pakradouni , during a press conference held at OMSAR on 14/01/2004 and attended by the Head of the European Commission in Beirut, HE Patrick Renauld and the head of the CDR, Mr. Jamal Itani. Renauld described the project as a pilot project and promised that more funds would be made available in case it succeeds,. Pakradouni confirmed that the funds offered by the EU are not as important as the new dynamics launched in the Lebanese civil society to promote its capacity of movement, organization, dialogue, free enterprise, and creativity.
