The donors meeting organized by Hariri Foundation with La Sagesse University on the sidelines of the closing ceremony of its project within AFKAR 3, gave the opportunity for NGOs to present their projects, build partnerships and get additional funding.  The seminar highlighted the importance of financing NGOs and funding programs in Lebanon. The event was attended by AFKAR program manager, Mrs. Youmna Chacar Ghorayeb, and included representatives from the European Union, the Norwegian People's Aid in Lebanon, the US Embassy and the British Council.

AFKAR team is still reviewing the final reports on projects implemented by NGOs, managed by the Office of the Minister of State for Administrative Reform and funded by the European Union, in the framework of AFKAR 3 program. The first report, approved by the European Union, was about the "Promoting Active Citizenship for Sustainable Development" project, which was implemented over two years and four months by Hariri Foundation and La Sagesse University.

The report reflected the most important activities, results and amounts disbursed during the project implementation phase, which lasted between 2016 and 2018.

The purpose of the project is to improve the capacity of the emerging and locally active civil society organizations in four regions: Bekaa, Akkar, Saida/Jezzine and Iklim, as well as to support a range of initiatives undertaken by trained NGOs. These initiatives included several activities, targeting in particular communities, youth and women, and raising awareness, training and empowerment.

Hariri Foundation and La Sagesse succeeded in promoting local networks and establishing links between the targeted NGOs and the  parties involved.

The first year of the executive phase was characterized by the capacity building of more than 107 NGOs on administrative, financial and technical skills. They had the opportunity to write and to submit development projects proposals. The training steps, the technical implementation projects and the success stories had been archived through a booklet distributed to other NGOs and local authorities.

During the second year, Hariri Foundation launched a call for proposals. The evaluation committee, composed by representatives from La Sagesse University and attended by observers from the Office of the Minister of State for Administrative Reform, selected nineteen out of sixty-one projects. Three NGOs from the district of Akkar, 8 from Saida, 6 from Bekaa and 2 from Iklim received sub-grants of up to 8,000 euros per project.
